Of course Price is number one. But I also look for site templates, add-ons, SQL support, SSL support, easy install logging files and most important, ease of access.

Reputation – no pint having the cheapest soloution on the planet if everyone thinks the service is terrible or if system uptime is low.
I would prefer to pay more to know support is good and uptime is high and guaranteed.
