To host your own, get a pc and install linux or windows with IIS on it. Find out if your ISP blocks port 80 (Inbound HTTP). If so, route a different port (8080) on your router to port 80 for the IP on the new PC. Buy a URL through GoDaddy, redirect the site to your router's IP and the port you chose other than 80. Build a simple web page, have a friend test.

You can host your own website but it means that you have to have a server, or computer acting as a server running 24hrs a day. Also your ISP may not like you doing this and will restrict, or shutdown your connection. Another thing that you need to consider is that your upload speed is usually significantly slower than your download speed, usual speeds are around 128-384 kbps. This means that if you host a popular site the amount of time it takes for your viewers to view each page will be terribly long to the point of being a victim of it's own success.
My advice is either use a free hosting service, with it's downsides or pay for a professional service who can offer significant access speeds.

Do you really intend to pass such an expensive and complicated process? You should know your site would be unavailable whenever your PC is turned off, and you're leaving yourself open to attacks. So I recommend get a reliable company to do that in return for a few dollars.
As an experienced webmaster I recommend BH web hosting which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.
